For obvious reasons the editorial staff at the Press & Sun Bulletin may want to rethink their scandal name:

I only mention this because an aide to Washington DC mayor Anthony Williams was nearly run out of town for the use of the word niggardly. The word has nothing to do with the familiar racial epithet, but in this case and others has inherited all of the associated baggage.
In addition the country of Niger is a few degrees removed from the alleged offense of exposing the identity of a covert asset.
