Obama’s buddies aren’t subject to the Law.
Back in 2009 the Public was rather dismayed by video evidence of what ACORN (a former employer of President Obama) had been up to. ACORN’s willingness (across offices on both coasts) to assist a couple posing as a pimp and a madam and stating their intention to establish a brothel staffed by underage girls from third world countries was not well received. In consequence H.R.3571 – the Defund ACORN Act was introduced into Congress and passed (345-75 in the House and by 85-11 in the Senate). Court challenges to the law have been struck down and the Supreme Court declined to hear the case.
That should have been the end of the story. The House of Representatives is specifically granted the power of the purse under the Constitution, and legal challenges to the Law had failed.
President Obama’s administration demonstrably does not view itself as constrained by this law (or any other, for that matter):

Remember that story from a few days ago, the one about the Obama administration giving ACORN a $79,819 grant in March despite a federal law that prohibits the government from giving money to ACORN?
It turns out that sum is a lowball figure.
I discovered Obama’s Department of Housing and Urban Development (HUD) gave ACORN another $461,086 in January. The funds were earmarked for ACORN Housing Corp. in January under HUD’s Self-help Homeownership Opportunity Program (SHOP), according to the government website USAspending.gov.
In order words, the Obama administration gave fraud-ridden ACORN nearly a half million dollars to be used on housing development.
And the Obama Administration did this in direct contravention of the Law.
