It’s quite common for suspects/defendants to give “insufficient sample” on one or more attempts. This almost always happens because people are deliberately holding back, thinking if they blow less, their results will be lower. That’s not the way it works, but you can’t fight stupidty. Only people with SEVERE respiratory problems REALLY can’t provide sufficient samples.
