A Tampa man was arrested on a charge of driving under the influence early today, about 10 years after he killed a woman while driving drunk, according to court and jail records.
Back in 1999, a judge permanently revoked William Edward Ham’s driver’s license after he pleaded guilty to DUI-manslaughter. But a month after his release from prison last year, the Florida Department of Highway Safety and Motor Vehicles issued him a license, records show.
