Airforce Major Jill Metzger, stationed at Manas Air Base, was shopping in a Kyrgyzstan mall with friends when she disappeared.

(CNN) — A U.S. Air Force officer is missing after a trip to a shopping mall in Kyrgyzstan, a U.S. military statement said Wednesday.
Maj. Jill Metzger, with the 376th Air Expeditionary Wing, was last seen shopping at the Zum Shopping Center with others from the Manas Air Base when she disappeared on Tuesday, the statement said.
“Major Metzger was last seen wearing a green sweater and blue jeans,” the statement said.
“She has blonde hair and blue eyes. She is in excellent athletic condition.”
Military Web sites describe Metzger as a top-flight marathoner.
Both the Kyrgyz police and the US military are searching for her:
BISHKEK, September 6, 2006 (RFE/RL) — Kyrgyzstan’s Interior Ministry and National Security Service say they have launched a joint operation to locate the U.S. air servicewoman who disappeared on September 5 in Bishkek.
The woman, who has been identified as Major Jill Metzger, is working at the U.S. Manas military air base, near Bishkek.
Manas air base public affairs officer Ann Carpenter told RFE/RL’s Kyrgyz Service that Metzger disappeared while shopping at Bishkek’s main department store (TsUM) with other U.S. base members.
“The [U.S.] 376th Air Expeditionary Wing base officials are working with the U.S. Embassy and local officials to locate the servicemember as soon as possible,” Carpenter added.
The U.S. Embassy in Bishkek has issued pictures of a blonde woman as part of the search operation.
Let’s hope she’s found quickly.
Update: Maj. Metzger was supposed to return home on Thursday and went to the mall to buy souvenirs for her family.

If the investigation concludes that Jill fabricated her own abduction (for whatever reason) it will be the first “faked” hostage situation in the military and the punishment will therefore set a precedent. As RS said a few posts ago, this incident will at a minimum create new training for deploying troops. The AF and the entire DOD might not understand the magnitude of emotional consequence Expeditionary deployments put on military members and their families. When I was deployed in 2002 to the Middle East I was astounded by the lack of education we received on the culture of our host nation as well as how to deal with the stresses of being deployed. For instance, one day in tent city a group of younger troops were caught mooning some peaceful Muslim demonstrators and calling them “terrorists”. Had the troops been informed, they would have known that the particular country hosting us had taken risks simply by having us there and they were not protesting Operation Enduring Freedom; they were protesting our new policy with Israel which put additional pressure from the other Middle Eastern countries to our host country for allowing us to set up a base. Further, the young troops did not understand the extreme offense the protestors would take to their immature act of “mooning” which resulted in even more protests and our confinement to the tents during our off-duty time. My point, if anything good results of this incident it will be the implementation of standard conduct in a host nation and more education of that countries culture.
Because this case will set a milestone (unless anyone else recalls a member in uniform faking an abduction), I think we will hear all the details of the case. Anyone remember Kelly Flynn? The press did not let that one go and the public got to roll around in all the dirty Jerry Springer details of the case.
Interesting thoughts on why the AF did not notify the local police. I believe just as others here that the AF knew all along where she was – or what she had been doing. Perhaps when she never returned or wasn’t where they thought she would be they started to get worried and raised the issue. What seems very odd to me is the fact Jill made any statement AT ALL to the police. Why wouldn’t she wait for a Military representative? Even if she had been kidnapped she should have known to wait for a Military witness before giving a statement.

I have a question: When did Jill dissapeared? I ask because in the States we founf out on September 6, and I thought it had happened that day. If that is the case, then how could it be that the Kyrz authorities didn’t know? I mean someone must have clued them in, if it was all over the internet. I guess I’m just a little confused.
Another thing, I also got an apology e-mail from Eakin’s tv station, but it wasn’t from Alicia…I think it was from her supervisor (I post it last night). Anyway, I didn’t e-mail him back, but now I’m thinking I will. Maybe if we all e-mail them, they can keep the interest in the story and therefor keep digging….Just a thought.
Happy: Saturday night was pretty relaxed. I was on this dang blog while two friends were in my hot tub! Can you say obsessed? Yesterday, left at noon to go diving off the coast of Wilmington with a few folks….nothing exciting, however, the talk did come up of JILL (imagine that). All votes went to abortion, if anything as if this were covert op, noway she would have blamed the Kryg. or anyone over there. She would not have knocked on the door of someone there claiming she had been kidnapped….noway, they would have given her plan B to abort (no pun intended) op and proceed with another story, way of help, something, but NOT to go to someone’s door, plead for help and then call the Embassy – good lord, not the embassy if it was a covert op….but who knows – everyone here has such GREAT insight, who really knows – JILL KNOWS…..

The post above from Happy got me thinking about the stressors, deployments, etc.
Military on military sexual assaults, particularly in theater, have been a dirty little secret of the past few years. No one wants them to come out big time in the civilian press.
The women are afraid that it will be used as a club to keep them from advancing (“See, they don’t belong here!”) and most male commanders (I’s sure some are sensitive) are either incapable of understanding or just won’t.
What if she didn’t have an affair? What if she was assaulted, kept her mouth shut (maybe it was someone she knew, she was afraid OSI agent DH would see details on her past she wouldn’t want him to know,etc), then found out she was pregnant?
Any woman would be frighted, she can’t/won’t report the rape after the fact, thanks to the Hyde Amendment it’s very unlikely a military doc would help her out anyway, so she does what she can to keep it secret, and the whole thing falls apart.
I could certainly see the AF sweeping this one under the rug as much as possible.
I’m just putting forth a theory here about how a woman who seemed to have things going for her in at least her professional life could let it all come apart by the numbers like this. She sure as heck wouldn’t be the first woman to not report an assault.

Dave Miller was the guy that e-mailed apologizing for the POW thing. I will e-mail him again tonight and send him the picture of her leaving the mall. I also e-mailed the guy from the Henderson Dispatch last night, and will e-mail him again tonight with the picture. I think that if we keep it up, they won’t let the “issue” go away. If anyone finds the e-mail for the AP reporter, please post it. I think the more people we e-mail the more chances we have of finding out the truth.

It just hit me that it’s one thing I’ve seen even the most ‘together’ women not be able to cope with. If she was the very independant sort who would not even tell a friend, sister, whoever,…well, talking about it is one of the best ways to get through it.
It would also be “sudden” Her co-workers wouldn’t have seen it coming. Serious clinical depression (my other theory) USUALLY has a foreshadowing, at least in hindsight, where people can say, “Yeah, looking back, something wasn’t right.”
IF assault was indeed the case, I seriously doubt the BX or whatever there is at Manas carries “Plan B.”

A group of various and educated minds has joined together in a vast arena of various attempts to theorize, speculate and assume a variety of possible scenarious for Jill Metzger’s true steps out of the Tsum that fateful day.
They are from various branches of military, many are civilians, many, in fact, claim to know Jill Metzger. They all have a basic obsession and raw feeling that they are owed the TRUTH and in finding the TRUTH…..On a daily basis, craniums are linked via technology, spinning away at any possible link, email, corner or under any rock for evidence of THE TRUTH. Putting up kevlar shields and standing courageously at attempts to dishonor their thought processes and/or character bash and name call (although that has not happened for a while, seems like we have built our fortress walls up tight).

Not that I don’t love reading your posts, but haven’t you guys ever heard of mis-use of government equipment? I’m pretty sure that your spending time posting to this blog while on duty would not be looked upon favorably by your local IG’s office.
OIG: We’ve been thru this before, someone aske dthe same question. Some of use are civilians, others are Reservist who are NOT on duty right now, and may or may not have a civilian job. A lot of the military here are in different shifts and other countries, therefore daytime for us, may mean free time at home for posting. There are many of us with many different circumstances, so please don’t go pointing the finger if you don’t know what those circumstances are. What about you? Are you military, cause reading (even if not posting) could be seen as misuse of goverment equipment also….just a thought.

Sorry, not in the military nor do I work with the government. My Company does fairly well and can afford their own computers, so I am not using Government equipment. In fact, my company has this thing called work/life balance and as I work in Human Resources Department it is alarming that employees of any organization (Military or Civilian) could somehow be…what is the word? Ah! Threatened to discontinue keeping up with current events during their breaks.
Rest assured, if the Inspector General had a problem with any website all they would have to do is have Communications Squadron block access from the base network. Because folks are posting during the day they are either: 1. Not at work 2. At work and able to access the website therefore not unauthorized 3. Have nothing to do with the government
RS: Since you asked….former AF officer, I did not go to school with Jill, but knew her in ROTC. I’m by no means defending her actions or condemning them for that matter. I would however like to see the truth come out. I didn’t say that everyone (or anyone for that matter) in here was posting while on duty, but I suspect that some are given the number of military in the discussion. I simply think that it degrades the arguement that someone can make if they make it while sitting in a chair and wearing a uniform.
OIG: You MUST have something better to do than to come on here pointing fingers when you don’t know the facts of who is using their computers and where or when (time zone differences, etc…). OIG, I totally understand what you are saying, but if you have noticed, this blog is a lot slower in the weekday than the weekend. I know there are a few active duty in the blog that may be at work, but that doesn’t mean that they can’t post during their breaks/lunch time…as long as they are getting their work done. I mean is the same that going for a smoke break you know. Also, knowing the military, they would have blocked the website if they thought it was a problem. To be honest though, I don’t know one person, military or civilian that can say that they have never taken a break from work to conduct personal buisness in their work computer…do you? Again, while I understand your point, I don’t think anyone here is abusing the system, and I hope that wherever they are, they are getting their work done…I know I am. Anyway, this thing will hopefully be over soon, and we will all go back to our “normal” lives…LOL!

OIG: Officers who carry integrity, honor and the morals to wear the uniform, KNOW that there is a lack of integrity going on here and, certainly, deserve some explanation since an Officer has, in turn, inflicted a blame on another country which we have been trying to maintain “friendly” with…..as well as it makes our military look bad at this point for offering NO explanation for the actions of this Officer…..shameful really. Now, I have to ask you – as an Office yourself, I would hope you would NOT justify or stand by a fellow Officer who quite possibly (almost obviously) has deceived and betrayed her country as well as the military…..

My response to OIG, but haven’t you heard of mis-use of governemt code of conduct and equipment (meaning Jill Metzger’s story) and I am not sure that making up stories to the government, especially against another country would be looked upon favorably by the IGs office…..

Deb G.: You are correct. As an officer I wouldn’t stand beside someone that screwed up. We of course can’t be certain as of yet that she screwed up. I would put money on it, but not my life or my career (which is now firmly planted in the civilian world). I’m not accussing anyone of anything wrong here and I’m not trying to make anyone quit posting. I would just hate to see someone tomorrow say “I’m at work at XYV AFB and just got off the phone with WRALTV to discuss my theory on…..”. Not only would that dilute the potency of the agruement, but it would cast doubt on the integrity of the poster and their core values.
As for the civilians I don’t care what you do, at work or not. My post was never meant for you in any way. It was meant for the few officers that MAY or MAY NOT be taking up this fight while on duty. Unless you’re OSI or JAG or in the wing at Moody I doubt seriously that anyone has been told to devote their time to the persuit of protecting the integrity of the officer corps in this matter. If so sign your next post with your name, rank and duty station………(I don’t seriously want anyone to do that, just making a point that the UCMJ limits the free speach of military members, especially offiers. You need not forget that while trying to uncover the truth regarding someone else’s indiscretions.)
Just so we’re clear…..I’m not in ANY way defending Jill. I suspect that she screwed up small at the wrong time in the wrong place and then illuminated her career dissipation light while trying to cover it up. I suspect that she’ll have a great second career in another 6 months or so when she’s out of the USAF. Of course, that’s just a theory, I could be wrong….and so could all of the other theories posted on here. The only thing that I’m fairly certain of is that Jill’s original statement as reported by the foriengn government is a lie.

I’m sure it won’t fly far at all. I suspect your boss would address that issue to ensure that you were never entrusted with that type of responsibility ever again. I’m equally sure, given the leadership at Moody that the same will happen to Jill.
For those of you who are officers….how many have had to discipline troops that screwed up? Not on Jill’s level here, just just screwed up in general? When you did it, did you seek the advice of civilians? the media? how about other enlisted troops that weren’t in the chain? no, you probably worked out the matter quietly and tried to help the enlisted member realize that they had screwed up and corrected their action so that it didn’t happen again. in cases where the screwup might have involved off-base entities/persons I’m sure you also kept them informed as to the outcome of the matter.
You guys assume that the military owes you an explaination. I’m sure they’ll give you one, but I’m less sure that they OWE you one. Why do you think they owe you anything that isn’t going to be public record? Last I checked LOC’s and LOR’s are not public record. If that’s all she’s going to get then you may never hear about it. If any of the theories are here are correct though I would expect that she would be facing an article 15, but even then that doesn’t necessarily mean it’s public record. courts martial would be, but even that can be sealed based on circumstances.
as for making sure that we don’t damage relations with the other country I’m sure that the UG Govt has in it’s employ some fairly good ass kissers that have been detailed to going behind Jill to make sure that KG government isn’t offended. maybe next month we’ll give out some nice contract to a local firm that would have previously been done by military members on base. there are many ways to smooth over something like that without going public with the details of an incident.

Yes the AF OWES an apology at this point given the national and international attention this has garndered. Without some type of explanation, it is obvious there are folks being fueled by nothing being said and no punishment terms being given…..Jill is the property of the United States Government I’d say they OWE everyone an apology – at least an explanation….which, unfortunately, might never come…Not to worry, we have sniiffers out and about gathering the REAL FACTS……

I can see your point and you present your case eliquently enough. Although your argument about the Military not asking civilians, press or other Military Officers their opinion in investigating a case is factual – I believe you are missing our point of posting here.
Do you remember a little thing called Tailhook? The military’s cover-up of the incident was interrupted by the intervention of powerful women in the Senate AND the involvement of media coverage that reinforced the dominant view of sexual harassment. True, you might view this incident on the scale of Tailhook – but I promise you for anyone serving overseas now or anyone with family or friends overseas this is certainly an issue to demand public attention.
Caveat: On Lunch: No Govt Computer Just Personal: AF Officer who would like to know. Scoured articles over the weekend because I too became so concerned for fellow female officer in the beginning and would like some official closure. I may not be ENTITLED but I am up for seriously competitive deployment to the desert in 2007 and hope that if her actions were in error that they do not reflect poorly on my ability to do my job. With the AF downsizing taking these opportunities is the only way to differentiate yourself and feign for promotion if you happen to be non-rated. Wizbanger Poster has died… I stabbed him to death with a Whopper Straw from BurgerKing.
Wiz thought he was pretty slick… he stuffed the Whopper in my back pocket as I was leaving McD’s..The idiot kept on trying to make me read some stupid note!!! I had just purchased my order.. I took the straw, which was sticking out of my soda, put the guillotine move on him (he didn’t even see it coming), Took the straw and stabbed him to death… I left a note, “I am innocent, it was self defense, Wiz was trying to make me read a note”,
Nevertheless, there have been numerous reports of random attacks like this one… precipitated by the Jill Metzger story, happening all over the Metro area.
Case 1:.. Woman attempts to put Mailman into a trance. A 73 year old woman attempted to induce a trance state on a Mail delivery man on the corner of 134th and State early this morning. Lucky for the Mailman, he was wearing his headphones. He was able to subdue the woman and held her until police showed up… 3 hours later.
Case 2: Ms Bee’s Kindergarden class. The class was sitting quietly (quiet time) when Josh and Jill (no relation to Metzger) arose from their seats and snuck up behind Ms. Bee. Josh attempted to stick a package down Ms. Bee’s pants while Jill handed her a note. Ms. Bee, unable to read the gibberish on the note stood up, the peanut butter sandwich Josh stuffed in her pants fell down (Jogging suit). The local SWAT team is still at the school. The school is in “shutdown” mode. No one in no one out! Jack and Jill’s parents are in shock!! Jills mother went on record to say that Jill had approached her before leaving home. It appears that Jill wanted to involve her mother in the crime. She asked her mother to write the note. Jill’s mother declined to comment further.
Case 3. Mexico City. A bus driver was attacked by a woman with a bad hair cut and equally bad dye job. She insisted that she had just escaped from kidnappers. She also insisted that he call the American Embassy. She spoke no English. Right behind her, in hot pursuit was the entire staff of a local beauty parlor. The lady had attempted to leave without paying for the bad cut and dye job, despite the fact that she went in and asked for the Metzger Mullet Special.
