Mystery Man

While poring through my reference books for yesterday’s fiction about the Battle of Midway, I came across this remarkable photograph.

Why is it so remarkable? Because the fair-haired guy in the center is someone I’ve written about in the last few weeks. He was a veteran and a gifted athlete (obviously), but he also had a remarkable political career.

Can anyone name this guy, and tell us where and when (roughly) this photo was taken?

(There. I think I finally found a trivia question that might last longer than an hour!!!!!)
