Mass transit is terrible from an economic standpoint. It is hard to make it pay for itself and keep fares low enough for the poor. From an environmental standpoint it usually is a bigger poluyer per passenger mile since mid-day many trains and buses run largely empty and buses are often left idling for extended periods of time especially in the winter.
But it is a public good and worth investing in.
Cities need to make it clean, safe and, like in the video, even fun. Stop making it some hair shirt environmental requirement and make it something people want to do. Do that and maybe you will attract enough riders to actually make it pay.
