A British post office rejected the photo because the little girl's bare shoulders might be considered offensive in Muslim nations.
The Identity and Passport office said that the photo should not have been rejected because there is no such rule that says shoulders are supposed to be covered. So, who was the Post Office employee who applied Muslim standards to a British passport?

I'm not sure about passport photos. However, there was a case a few years back of a Muslim woman in Florida that wanted to have her driver's license photo taken with her face concealed claiming that it contrary to her religion to have her face shown. IIRC, the court ruled against her.
